 Department of Study and Research

The Department of Study and Research has been founded in 2006 to provide Political Development Process with all fundamentals of researches and studies and explain the points of weakness and deficiency to propose the appropriate solutions to achieve objectives needed.

Tasks and Responsibilities:

  • First: Activating the role of the department by participating in all relevant lectures and activities presented by Civil Society Institutions.
  • Second: Creating new relations of cooperation, regarding Political Development, with Civil Society Institutions.
  • Third: Analyzing all studies issued by Study Centers and observing Newspapers, Events and Comments and replying to them when needed.
  • Fourth: Visiting Political and Strategic Study Centers to be aware of their nature of work as well as participating in their activities.
  • Fifth: Coordinating with Civil Society Institutions in organizing seminars to assist different classes of the society in increasing their educational and political awareness.
  • Sixth: Preparing the General drafts for some Radio and T.V. Programs aiming at encouraging citizens to join the parties participated in Elections as well as explaining the advantages of such participation.
  • Seventh: Running meetings and seminars to merge Political Oppositions parties in the Political and Social Development plan, and explain the aspects of cooperation with these forces according to the institutional criteria.
  • Eighth: Activating the role of school assemblies and encouraging political development in schools.

 Human Rights Unit

The Human Rights Unit is one of the Ministry of Political Development departments. Its establishment was based on the National, Regional and International interest in Human Rights issues.

Unit Objectives

  1. Participate effectively in publishing and enhancing the principles of human rights at all levels in the society, and implement the articles cited in the Constitution and International Charters concerning these principles and rights.
  2. Arrange all International Agreements and Conventions pertinent to Political Development and set the necessary foundations for them through revising and amending the implemented legislation in pursuance with the objectives of the political development, the Jordanian authorities, and International obligations of the Kingdom.
  3. Obtain National, Regional and International appreciation and consent on Jordan's proceedings and performance regarding the protection of human rights.
  4. Follow up all the developments on human rights issues in HKJ.

Mechanisms of Working at HRU

  1. Focusing on the participation of the Ministry in all seminars, workshops, lectures, and internal or external training courses through continual cooperation between the Ministry and the National Center of Human Rights.
  2. Following up all developments related to human rights issues in Jordan, especially the political ones.
  3. Following up all reports issued by National, Regional and International Organizations, or any statement issued thereby, whether positive or negative, and make a reply to them.
  4. Teaching the principles of Human Rights in all learning phases in cooperation with the National Center of Human Rights and Ministry of Education.

The Legal Unit in the Ministry

  1. Preparing all legal studies in comparison with other Arabic legislations concerned in Civil Liberties, Civil Society Institutions and parties, and studying the maximum value of their success.
  2. Viewing, through contacting the Legislation and opinion Bureau (LOB) and the Legal Committee in the Parliament, all legislations and their potential amendments related to Political Development and Reform.
  3. Preparing studies regarding all legal characterization, type, capacity, and know-how for the Institution that the government attends to establish (Political Development Institution). A summary of these studies along with comparable international experiences, with paying full attention the private condition of Jordan, will be submitted to H.E the Minister.
  4. Forming committees comprising those who are interested in submitting their interactive conceptions or suggestions on the laws of Political Development: (Open Meeting Law, Jordan Electoral Law, Law of Associations, and women related laws ….). Such process was taken place when the Ministry prepared the Law of Political Parties.
  5. Supervising the process of enhancing and increasing the legal awareness among the Jordanians on the topics of the Constitution and Civil Liberties laws by:
    1. Sending Short Messages via the Government's official web Portal.
    2. Placing all Constitution articles construing Civil and Political Liberties on the official website of the Ministry in attractive and eye-catching designs.
    3. Running workshops in collaboration and participation of several instructors specialized in Civil Liberties and Constitution as well as International conventions ratified by Jordan such as Civil and Political Liberties Agreement. These workshops are also run with the participation of Civil Society institutions, young persons, and women.
    4. Issuing brochures concentrating on some of Civil Liberties Laws and Constitutional articles related thereto and dispensing them on the less legally educated classes of the Jordanian society.
  6. Following up any legal issue or topic that may appear in the future.
  7. Giving Legal Consultations to all Departments of the Ministry.
  8. Providing the Ministry with legal studies regarding the working mechanisms and tasks to keep its performance and achievements under a legal coverage.

 Department of Organizations and Parties

The Department of Organizations and Parties has been founded and added to the organizational structure of the Ministry to execute and run the objectives entitled thereto.

Objectives: Enhancing the Partnership between the Ministry and Civil Society Institutions, Political Parties and all relevant bodies through creating suitable environments, developing all essential laws, and executing programs and workshops needed to stimulate this partnership to push forward the strides of comprehensive development and makes these objectives become a reality.

Achievements

  • Organizing of broad-spectrum dialogues with Political Parties to assure the constructive role of all parties in enhancing and boosting Democracy as well as participating in the Jordanian Public Life in compliance with Political Parties Law no.19 for 2007.
  • Organizing of broad-spectrum dialogues with Civil Society Institutions to activate their role in the Development Process (the meeting discussed the legal aspects, the obstacles, and the role expected from these Institutions).
  • The participation of Civil Society Institutions in executing programs enhancing political participation, and contribution in decisions taking that reflect the Jordanians concerns and worries.
  • Carrying on a questionnaire explaining the concept and the culture of dialogue, using and taking the results into consideration when issuing laws and taking decisions.
  • Establishing of a database on Political Parties contemporized the issuing of the new Parties law.
  • Establishing of a database on Civil Society Institutions interested in Political Development.
  • Participating in developing laws related to Civil Liberties (Political Parties Law, Open Meeting Law,) through organizing dialogues with all concerned bodies.
  • Participating in preparing and executing workshops of Elections (Building of Resources for Democracy, Governing, and Elections) in cooperation with Ministry of Interior, Ministry of Municipalities, and IFES Organization for Electoral Systems www.ifes.org.
  • Establishing of democracy forums at all Jordanian governmental and private universities in cooperation with Adaleh Center for Human Rights Studies www.adaleh-center.org.
  • Executing of workshops for Youth Capacity Building on the skills needed to participate in decisions taking: (Cooperative Planning Skills, Gaining of Support, and Enhancing the Dialogue between Youth and Government: implementing the Project of establishing youth associations to enhance participation in local societies).
